Instructors

Mike Buettner, PS is a 1978 graduate of Purdue University, where he earned a Bachelor of Science degree in Land Surveying.  Since graduation, he has spent 34 years with Kohli & Kaliher Associates, Inc., in Lima, Ohio, and is now a principal and chief surveyor for that firm.  Buettner specializes in the preparation of legal descriptions and drawings for bridge and highway right-of-way plans, and also for property surveys and plats.  He is the long-time secretary for the Treaty Lands Chapter of the Professional Land Surveyors of Ohio (PSLO), which is a co-host for this event.  This is the newest of three continuing education programs that Mike has developed for various PLSO conferences through the past ten years, with his previous programs being "I've Been Learning on the Railroad" and "Surveying Northwest Ohio."

Katherine Skalak joined the Ohio Department of Natural Resources Floodplain Management Program as an Environmental Specialist in January 2011. Skalak coordinates the state’s involvement in FEMA’s latest mapping initiative, Risk MAP (Mapping, Assessment, and Planning), which is aimed at bridging the gaps between flood hazard identification and flood risk assessment. This involves collecting and prioritizing flood hazard study needs, preliminary DFIRM reviews, non-regulatory product reviews, coordinating Risk MAP meetings, developing work statements, and managing mapping grant activities and budgets. Skalak is also involved in the Great Lakes Risk MAP project, website updates and providing technical assistance to communities concerning floodplain management and floodplain engineering related questions. Skalak is an Engineer in Training (E.I.T) as recognized by the State Board of Registration for Professional Engineers and Surveyors of the State of Ohio. She received a Bachelor of Science in Agricultural Engineering, concentrating in Soil and Water Engineering from The Ohio State University.

Joseph D. Fenicle, PS has been a professional surveyor with the Office of the Fulton County Engineer in Wauseon, Ohio since 2005.  Fenicle worked with J.C. Andrus & Associates in Toledo from 1996 to 2005 and specialized in boundary retracement and remonumentation in Ohio & Michigan.  In 2003, he took a sabbatical to New Hampshire and represented a large multidisciplinary firm surveying throughout multiple New England states.  Fenicle is a member of the remonumentation peer group for Lenawee and Monroe counties, Mich., and continues to work as a sub-contractor digging and remonumenting Michigan land corners.  He also sits on the planning commission for Fairfield Township, Mich. and continues to write research and speak on various surveying related topics.  Fenicle received his AAS in GIS/GPS from Hocking Technical College and a BS in surveying/mapping from the University of Akron.

Dennis J. Pritscher, PS is the Chief Surveyor for the Lucas County Engineers Office in Toledo, Ohio. He has held various positions in his time at the County Engineers Office, including Tax Map Draftsmen and Construction Inspector. He received his AAS in Civil Engineering from Owens Technical Collage in 1980. He has been a P.S. since 1988. He is currently a licensed surveyor in both Ohio and Illinois. He has worked on a variety of public and private survey projects. He is a long time member of the Toledo chapter of the PLSO.

Mike Howbert, PS is the Allen County Tax Map Surveyor and has been with the Allen County Engineer’s Office for 14 years.  He graduated from The Ohio State University in 1993 with a Bachelor of Science Degree in Surveying.  After graduation Mike worked for a private engineering and surveying company for 5 years.  In 1999 he received his Professional Surveyor’s license.  His duties as a tax map surveyor include managing the county conveyance standards along with the geographic information system.

Timothy J. Piper, PE, PS is the Allen County Engineer. He started out as an Engineering Intern at Allen County after graduating from Ohio Northern University in 1975 with a B.S.C.E.  In 1980 he received his Professional Engineer’s license and in 1985 received his Professional Surveyor’s license.  In 1999 he was appointed as Chief Deputy Engineer.  In 2005 he was appointed to fill an unexpired term as Allen County Engineer and has been elected to the position in 2006 and 2008 and is up for re-election in 2012.  Piper oversaw the retracement and re-establishment of many section corners and has surveyed various county-owned parcels of land.  Piper was also instrumental in the creation of the geographic information system in Allen County.  During his time at the Allen County Engineer’s office, he initiated the creation of a GPS network in Allen County.  In his role as First Vice President of the County Engineer’s Association of Ohio, Piper has been a strong advocate of keeping the professional surveyor’s requirement for holding the office of county engineer in Ohio and for keeping the tax map offices in all counties in Ohio under the supervision of professional surveyors.

Earn Continuing Education Credit: By participating in this course, you will earn 6.0 hours of continuing professional development credit.
Fee covers: course materials, continental breakfast, break refreshments, lunch, certificate.
Cancellation policy: if you cannot attend, please notify us by April 4, 2013 and we will refund your fee.  Cancellations after this date and no-shows are subject to a $25 administration fee.  Participant may enroll a substitute any time before course starts.
